Basic Evaluation (5Key areas & 23standards) Written Evaluation
Ⅰ Objectives and program implementation
1. The organization has its objectives and programs available in written document.
2. The organization is a non-profit corporation.
3. The organization formulates an annual operation plan that is consistent with its objectives.
4. The organization has mechanisms to obtain information on the social needs and issues from diverse stakeholders to fulfill its objectives.
5. The organization regularly reviews the performance and effectiveness of its activities and identifies ways to address any deficiencies.
Ⅱ Governance
6. The organization appoints or dismisses representatives and officers (three or more board members, one or more auditors) in accordance with its articles of incorporation and bylaws.
7. A minimum of two meetings of the Board of Directors is held per year in accordance with the articles of incorporation.
8. A minimum of one General Meeting (or Board of Trustees meeting) is held per year.
9. Minutes of the Board of Directors and the annual general meeting (or Board of Trustees meeting) are prepared in accordance with the articles of incorporation and bylaws.
10. For the first fiscal year, the following matters in addition to matters stipulated by the articles of incorporation and bylaws are deliberated by the Board of Directors (or Steering Committees) or at the general meeting (or Board of Trustees meeting):
①Operation plan, budget, annual report, financial report
②Regulations on remuneration for directors
11. Auditor(s) conducts audits.
Ⅲ Compliance
12. The organization has no delinquent tax.
13. The organization provides the most recent information for registration at the legal affairs bureau.
14. The organization has a privacy policy concerning personal information that clearly states the purpose of collection.
Ⅳ Accountability
15. The organization discloses its location and contact information on the website.
16. Documents prescribed by laws and ordinances are set up in the organization’s office and available upon request. Documentations such as the articles of incorporation, list of Board members, operation plan, annual report, financial report, and remuneration for directors are disclosed on the website.
17. The organization is willing to report on project outcomes to donors or supporters.
Ⅴ Head office management
18. The organization has personnel with expertise in accounting and/or advisors with such expertise.
19.The organization sets a check system by multiple people regarding cash handling and accounting management.
20. The organization preserves all legally required documents.
21. The organization provides a statement on conditions of employment in its employment contract.
22. The organization supervises employment of its staff.
23. The organization is enrolled in labor insurance.
